A0081: Staff training

AHCA cited A0081 210 times at 191 of Florida’s 1,171 small ALFs between July 2023 and July 2026. That ties it with A0052 as the fifth most cited tag.

What a surveyor looks at

59A-36.011(2), (3), (4), (11), (12), F.A.C.

A0081 is the training every caregiver needs, and the certificate that proves they had it. Rule 59A-36.011 sets out the orientation, the in-service courses, the HIV and AIDS course and do not resuscitate training, each with a deadline that counts from the hire date.

Paragraph (12) says what a certificate has to show, down to the trainer’s signature and license number. So a certificate can be sitting in the file and still not count.

Preservice orientation record, 59A-36.011(2)(c), F.A.C.
Once complete, the employee and the facility administrator must sign a statement that the employee completed the preservice orientation which must be kept in the employee’s personnel record.
Infection control in-service record, 59A-36.011(3)(a), F.A.C.
Staff who provide direct care to residents, other than nurses, certified nursing assistants, or home health aides trained in accordance with Rule 59A-8.0095, F.A.C., must receive a minimum of 1 hour in-service training in infection control, including universal precautions and facility sanitation procedures, before providing personal care to residents.

All facility staff shall receive in-service training regarding the facility’s resident elopement response policies and procedures within thirty (30) days of employment.
HIV and AIDS education record, 59A-36.011(4), F.A.C.
all facility employees, with the exception of employees subject to the requirements of Section 456.033, F.S., must complete a one-time education course on HIV and AIDS, including the topics prescribed in the Section 381.0035, F.S. New facility staff must obtain the training within 30 days of employment.

Newly hired facility administrators, managers, direct care staff and staff involved in resident admissions must receive at least one hour of training in the facility’s policy and procedures regarding DNROs within 30 days after employment.
